The Social and Environmental Compliance Inspections (SECI) Training Course was developed by AELERT international partners the Latin American Network for Environmental Inspection and Compliance (Redlafica), The United States Environmental Protection Agency (U.S. EPA) and the International Network for Environmental Compliance and Enforcement (INECE), and the Inter-American Development Bank (IDB) who hosts the tool.
IDB Regional Policy Dialogues identified a need for an inspector training course and IDB provides course development and funding for delivery and continuous improvement. For example, the course will be available in Spanish language in 2025.
As a result of these formal network partnerships and the recent AELERT-INECE 2024 Global Summit for Implementing and Enforcing Environmental Law where the program was presented, AELERT is proud to provide access for members to this capability building tool.

The Social and Environmental Compliance Inspections (SECI) Training Course is a comprehensive online training designed to strengthen national systems for environmental and social licensing and control. The course framework reflects the diverse environmental, socioeconomic, and cultural realities across nations, helping you navigate the complexities of compliance and inspection processes.
Scope & relevance
- Free access through AELERT’s website thanks to our partnership with Redlafica, INECE and the U.S. EPA
- Online delivery via IDB’s learning management system (LMS)
- Study at your own pace with no prerequisites required, approximately 2 hours per module (22 hours total)
- Available for all inspectors in Australia, New Zealand, and the Pacific Islands
- Relevant in all legal settings, jurisdictions, and all levels of government, particularly for local government regulators
- Course content is applicable for any regulatory subject – waste, environmental health, safety, aviation, environment protection, biodiversity, game management, natural resources (fisheries, forestry, water), resources regulation, biosecurity and more

This self-paced, on-demand course is divided into three sequential stages, each focusing on different aspects of compliance inspections:
- Foundational Knowledge: Understand the principles, roles, and responsibilities involved in environmental and social inspections, adhering to international best practices.
- Practical Application:Learn to manage inspections and enforcement activities effectively, ensuring regulation compliance and efficient resource management.
- Advanced Techniques:Gain skills in collecting, documenting, and presenting legally defensible evidence and samples.

Who is it for?
The course content is ideal for inspectors (with or without previous experience), and any regulatory officer who conducts inspections including impact assessment, planning, education and engagement, compliance and enforcement, policy, or anyone who considers regulatory and compliance outcomes as part of their work.
When should the course be undertaken?
This training can be taken anytime but would be well suited to be included as part of staff induction and the onboarding process when required.
Is this course the same as Government Investigations?
This training module doesn’t substitute the need for compliance and enforcement practitioners to complete a Certificate IV in government investigations and/or a Diploma in government investigations.
How do I put this training into action?
This training enables all regulators to build competencies and confidence in undertaking inspections. To get the best results practitioners should consolidate this training within 6 weeks of completing it by applying experimental learning (on the job performance) and social learning (coaching, mentoring and learning from others).
