These practitioner professional development programs are intentionally designed to maximise value and benefits for individuals and to provide the tools to continue career advancement and lifelong learning.

Capability building goes beyond a reliance on training. AELERT endorses the 70:20:10 capability framework model where the majority of your learnings come on the job, 20% comes from observing competent and confident colleagues exercise the craft, and 10% from training. AELERT offers a holistic and structured approach that includes the Regulatory Officer Capability Self-Assessment Tool (ROCSAT), so you and your supervisor can track your path to being a competent practitioner.

Regulatory Officer Capability Framework

The Regulatory Officer Capability Framework is a tool that captures the core capabilities and skill sets required of regulatory officers ranging from new starters through to managers and executives in regulatory agencies.

You can use this tool to identify your own training needs to advance your career and develop a roadmap for your continuous professional development journey.

The Regulatory Officer Capability Framework can be used regardless of the regulatory profession. It enables effective workforce planning and enhances an agencies likelihood to achieve their regulatory objectives.

  2. Incorporate the framework into your professional development plan and work with your supervisor
  3. Join the Professional Development Community of Practice to share ideas and experiences, or to seek advice relating to the framework.

Regulatory Officer Capability Self-Assessment Tool

The Regulatory Officer Capability Self-Assessment Tool, or ROCSAT for short, is a self-assessment that should be used in conjunction with the above framework to identify your current level of ability and understanding.

The self-assessment tool provides individuals and regulatory agencies with common criteria to measure and report regulatory capability across the various proficiencies. Measuring your competence against these criteria is critical to improving your ability in the regulatory craft.

How to get started:

 

  1. Use the Regulatory Officer Capability Self-Assessment Tool to complete your initial survey
  2. Complete the self-assessment on your own or as part of your professional development plan with your supervisor
  3. Use the findings to develop areas of improvement and a roadmap for the next 6-12 months
  4. Join the Professional Development CoP to share ideas and experiences, or to seek advice relating to the framework.

AELERT Authorised Officer Policy Guide

The AELERT Authorised Officer Guideline, developed by the Capability Building Working Group.

This tool is intended to assist organisations to develop an authorised officer policy or framework outlining the experience, training, qualifications, and other requirements to appoint a person as an authorised officer in a regulatory role, allowing them to exercise powers under legislation.

Environmental Regulation Training Programs

Specific training programs for environmental regulation operations are currently in development by AELERT and will be released for use within the network.

Programs may include:

  • Environmental regulation (operation specific)
  • Environmental auditing
  • Stakeholder engagement within an environmental context
  • Undertaking & managing investigations
